My comment: It seems to me a very balanced and realistic report. I would have included an important damage. The psychological trauma that most officers displaced from other parts of China along months have suffered. They are not volunteers and have not received any special psychological preparation. Although their tasks are not new, the psychological environment of pain where they have to develop their work is.
Their work in Sichuan is not to build a new village, a new road, a new power plant, etc. as it uses to be. Nor to rebuild or enhance an existing one because one particular area is growing faster than expected. They do not feel their accomplishments as success, they never feel that they did their job ontime, they see each minute not devoted to work as an unethical laziness. Some suicides among this collective in the last months have pushed governments to relax demands. This is a new situation for China, the approach to this disaster is also new for humankind. They have invented and therefore mistakes are understandable, nothing to blame at anyone. I just mean that we have to learn yet and public has to know this side of the story. On the other hand, new year is comming. In some places, is a tradition during spring festival to leave a chair for those who are no longer among us.
