Details:
Not every OS uses UTF-8 as main charset, so user input can be in, for
instance, CP-1252 (Windows) or ISO-8859-1. To sanitize, the user's current
charset should be checked, and if not UTF-8, the string should be converted
to UTF-8.
This is important because it aggravates other problems such as errors not
being properly reported.
