Details:
It's not possible to play as observer. In other words: It's not possible to
say in the network menu that you are ready when you have no team.
Example usages of why you want to play as observer:
1.) Two of you friends are playing vs each other over network and you want to
watch their game.
2.) Two developers are watching 2 AIs fighting each other commentating it.
