I suspect something screws when WPKG Client was once installed as SYSTEM, and
you want to install a newer version as Administrator (or vice versa).

Do you still have machines on which it doesn't start?

If yes, could you try to install it as a SYSTEM user?


As administrator, start cmd.exe as SYSTEM:

at 13:00 /interactive cmd.exe

(cmd.exe will start at 13:00 as a SYSTEM user).

Try to start the service etc.
