I think your problem may be that your files are uploading to the default
users area that WS creates whenever you add a new folder. Your 'Top level'
directory is usually at the root level of the site but this is not always
where you need to place files in order to view them in a browser.
Make sure you check the box 'Do not include in top level folder listing' and
enter the actual location within the site where you need to be able to view
the .html pages and you should be fine.
