Figured this one out...

If you tell your ftp client to NOT use "passive mode", it will connect no
problem. I was having this issue, but had been successful in connecting VIA
dreamweaver's built in ftp, and I noticed that it wasn't using passive... So
tried it on a regular ftp client (that had not worked in the past), and now
it works no problem.
