Norm, I've been using IIS 4 and IIS 5 for a few years and I don't think there is another way to store ftp users in NT - that's the way I've done it when I had to. NT's ftp service is widely known to be unsecure. MS has never put many resources into developing it. I'm not a Microsoft basher (usually) but I do avoid using IIS ftp server.
