Ray is correct; any logon ID must be set up as a Windows NT user ID.  To 
limit the risk, one should always make it a **local**, rather than a domain ID.

Although IIS is not secure by itself, this can be fixed by downloading and 
installing the Windows version of a freeware security utility named 
"SafeTP", available from:

         http://safetp.cs.berkeley.edu/

The server utility works with any "legacy" FTP server, including 
IIS.  There is a matching client utility, available in Windows and Unix 
(but not, alas, Mac) versions, which works in combination with whatever FTP 
client processes it finds on your computer, including standard FTP clients 
such as WS_FTP and FTP processes embedded in other applications (such as 
PowerPoint, Netscape, and Dreamweaver).
