I may have the solution to your problem.
It is based on Perl and I don't really know much yet about Ipswitch
WS_FTP_Server, but for the functionality of the program, I don't think
this is really necessary as it runs for me as a separate service syncing
some files on a remote location (No WS_FTP-Server usage)

What my program does, is monitor a certain directory all the time and
when it notices any change in the directory I kicks off a subroutine.
(In my case at the moment an FTP and e-mail notification). The type of
changes can be indicated off course in an ini-file as well as some other
parameters. What I do not know though is if it will be possible to find
a trigger that only goes off when the file is fulle adapted...

PS: The core of my program is based on the following Perl command -->
Win32::ChangeNotify
