Sadly there are alot of webdesigners unlike you who are still in the Photoshop phase and dont seem to be leaving it anytime soon.
I would say if you know all that, learn how to setup a domain, and get yourself up.
Then you can play at ur hearts content.
If you love CSS - use Topstyle - it enters you into another kind of phase. Dreamweaver MX 2004 for your XHTML coding and PHP coding.
Localhost (convert your computer into a makeshift HTTP server and run ur sites with PHP. Small HTTP Server is recommended for a small one.
