JAWS can be configured to read the title attribute of abbreviations
and acronyms, and will read them when they're nested in elements such
as th. By default, JAWS won't read the title attribute. pwWebSpeak
reads both the title and the abbreviation. WindowsEyes and Home Page
Reader used to ignore them, but I don't know whether that's changed.

Strictly speaking, CSS should be marked up as an abbreviation rather
than an acronym, as it cannot be pronounced.
