I am getting the feeling that the reset button is not only a waste of time, but in fact fairly user-unfriendly.

Agree 100%. Never found any situation that would warrant a reset button.

On the other hand, how many people *accidentally* press the reset button when they actually wanted to hit the submit button? I know it happened to me more than once. You're in a rush, you click without thinkings... all your work is lost!

Also consider how the default order of ok/cancel-type buttons in operating system dialogs varies from OS to OS, which can become frustrating and counter-intuitive for the user, increasing the likelihood of a wrong click.

Now a "Cancel" or "Back" button, that's something different!

Yup (if by "cancel" you mean "cancel the entire transaction" or similar).
