I would suggest that a CSS driven site is one in which the look and layout of the site is controlled by CSS, rather than by the default behaviours of 'traditional'[1] presentational elements. Changing a single CSS declaration can theoretically change the layout and appearance of the whole site. The key word here is 'driven', in that the site presentation is controlled by the CSS, much the same as a database driven sites content is controlled and easily changed by making changes to the database records.
