The GIMP is a very capable program with a pretty heavy feature set, but I find the usability (especially compared to something like Photoshop) almost laughably bad. This is particularly noticeable when using it on a Mac. However, it is indispensable if you can't afford (or don't want to buy) Photoshop, Paint Shop Pro (not available for Mac anyway) or Fireworks.
