Found what I believe to be the culprit - and he looks like me.

On a hunch, I checked my log files, suspecting this is where info is 
checked by WSJT-X for previously worked stations.  Found that my logs 
didn't go back as far as they should have.  There only went back to the 
date that I changed to the new version that stored logs to the AppData 
folder. The missing info was in the old log file, sitting idly in an old 
wsjtx folder.  

After merging the logs, the problem goes away.  While there are some 
stations appearing as worked before in WSJT-X but as "New QSO" in JTAlertX, 
that's to be expected. WSJT-X does not do a band-by-band breakout of prior 
QSOs.  I am happy to note, however, that the opposite situation - a station 
marked as "new call" by WSJT-X but marked as "-B4" in JTAlertX - no longer 
happens.  Makes me happy enough.

So, moral of the story is:  make sure to merge old log data with new logs 
if a version upgrade moves the location of the log files.
