What distribution and version are you using?
The posted version wspr_2.11r2263_i386.deb is a bit dated and should probably
be updated. There are newer version alternatives, but it depends on the OS and
version your running as to whether they could be installed properly.

If I run /WSPR/wspr I get the following error:
