While testing this afternoon I saw this once, too and I realized that it is 
possible for this to occur at the top of an even hour, i.e. if there is a 
transmission at 0158 it is possible for a transmission to occur at 0200. This 
is because the new transmission table’s first entry is created without regard 
to what the last transmission table’s last entry was… This will be easy to fix. 

Can you confirm that this is what you were seeing?
