Mike, I guess I am not on your wavelength. I presume you do not use a TS_870. The Power control selects the level of output power. I can turn it anti-clockwise until 20W out is shown, for instance. At that point reading RFPOWER via rigctld gives me 0.22. Or I can leave the power control alone at its full clockwise setting and define RFPOWER to be 0.22 and the output power is 20W. On the TS-870, the power control and RFPOWER are exactly the same thing. ALC does not show.
