The problem with what you're doing (maxing out your output power to match
rig) is that you will quite likely be clipping and/or compressing the JT
signal...producing side lobes and other noise
For the pure signals coming out of digital modes you need to keep your
output power to less than around 75% of rig power and well away from the ALC
if you have that turned on.
So set your rig at 100W, max out your audio chain at 75W.  And I think
you'll find your signal will be cleaner when adjusting RFPOWER that way.

As for the power level...users can ignore it...or they can learn how their
rig is calibrated which is a good exercise if they want to do it.  Kind of
like calibrating your frequency (albeit less important than frequency)
I'll try and figure out a decent want that they put in some observed values
and have WSJT-X fit it.  I'll stick with linear for now though I imagine
there will be some non-linear rigs.  For non-linear you need 3 points to
fit, linear only needs two.

I wonder how this varies from rig to rig thus making it difficult to produce
a universal system.    A user would need to establish the relationship
between Strength and output power, and if reasonably linear, determine the
two constants to define the functionality and enter these in the WSJT-X
configuration page somewhere.    Is this making things over-complicated for
the "average" user?

I am content with my current operating mode which is to set RFPOWER 1.0 (ie
max) and arrange audio level on Tune to deliver max power, (100 watts) in my
case, while I am next to the rig and power meter.   Then when in another
(more convenient) place I can monitor incoming signals (shared screen) and
vary output power via a simple network message to rigctld on 4532 since
RFPOWER values are roughly linear to output power - 0.2 means 20 W.   

It seems to me this is simpler than opening the Preferences > Radio
configuration page, entering a new output power goal, closing the page.   I
use a simple script:    rigpwr    to read RFPOWER and   rigpwr  0.2   to set
it without having to interact with the WSJT-X screens at all.
