N4HY was once interested in working on such a project, but he never 
found time to do it.

More recently, Steve (K9AN) and I developed an open-source Reed Solomon 
decoder for the (63,12).  Many messages about this work are in the 
wsjt-devel Archives, and the code is now part of WAJT-X, WSJT, and 
MAP65.  The Koetter-Vardy decoder is no longer used by any of our 
programs.

Steve and I have written a paper on the "Franke-Taylor" soft-decision 
decoder.  It will appear next month in the ARRL journal QEX.  A 
"preprint" has been posted at the following link:
