There is no record of a change, as it was provided as a test for a
non-public release of WSJT-X.
Per Bill's discussion on this topic, that change within the dev release
may change. Once the change is finalised, JTAlert will be released with
an announcement of a change to the time_on handling and the applicable
WSJT-X versions.
