Gee Laurie, I think you are being a bit extreme asking for users to accept some
(or any) responsibility.
You should be well aware that these days we all expect our software to overcome
any thought processes or effort on the users behalf and if anything goes wrong,
or is not absolutely perfect, someone else is to blame!
On a moderately serious note, ever since I have been licenced, in 1978, an
amateur's log very often has not exactly matched the exact time of the other
party to the QSO, for any number of reasons - but as Laurie does suggest, a
tiny bit of effort can get them quite close. And that's why LOTW offers some
small latitude to ensure an operators moderate effort to ensure his log is
accurate is awarded with a QSL.
Thanks to all the software authors efforts for the work they do on our (users)
behalf; at this QTH it is well and truly appreciated.

There is also the option that the user take some responsibility over what they
are logging and spend a few seconds during a lengthy JT65/9 QSO to ensure that
the Start time (if they are using JTAlert) is correct. If they are not using
JTAlert, the Time_on field is available for editing prior to blindly hitting
the Log button.
