All frequencies moved  down 6kHz so as  to allow use in  Japan and for
communications with Japan. The JA licence band plan does not allow any
operating between 3575000 and 3599000.

Question: is  moving the  WSPR frequency  complicated e.g.  what about
          dedicated devices like WSPRLite.
