80m default frequency change including WSPR is addressed in the following  memo 
from Joe on July 08 on this reflector.

Previous 80 m use of JT modes has done a disservice to JA operators, who
have no privileges on the current WSPR/JT65/JT9 allocations.  To correct
this we have moved the allocations to a part of the band where JAs can
operate.  Obviously this change will impact other non-WSJT-X users, so
for now we suggest that if you intend to operate on 80 m JT65/JT9/WSPR
then you manually change the working frequencies in WSJT-X
("Settings->Frequencies") back to the old allocations until a general
availability release of WSJT-X v1.8.0 is published. This will allow time
for other software teams to coordinate with us.

The old allocations are:

JT65 3.567 MHz (typo and should be 4.576 MHz)
JT9  3.578 MHz
WSPR 3.5926 MHz

As he described, the motivation behind is that old allocations have prohibited 
all JA stations to access 80m WSJT-X communication based on the fact that old 
spectrum is exclusively occupied by Japanese government usage.

I know the transition is painful for the rest of the world but I sincerely hope 
you will accept this change for us.

I might have missed it somewhere but all my newer wsjtx builds now have
3.5726 as the wspr frequency.
It was and (still being used) 3.5926 I do not know when it was changed.
