I would change the default to NOT report ( I believe it is defaulted checked right now ). And, when the box is checked pop up a warning that false reporting will result if either CAT is not used, or properly putting the frequency in the window is not done any time a frequency/band change is made. This would at least make sure that the operator was made aware of it.
