The subband from 1000 to 4000 Hz is expected be filled with many dozens or even hundreds of Hounds, all trying to raise the Fox. The frequency range 300 - 900 Hz should have only a few signals. Once initiated, a QSO is far more likely to be completed with Hound transmitting in the lower, reserved band.

Remember, Fox does not need to tune in each Hound independently. He copies all decodable Hound signals in the range 300 to 4000 Hz.
