I leave my reply to you to suggest to look into 802.11 PAR template as an 
example but I wish to hand this discussion and conclusion to Igor who stated in 
his previous memo as “I do not believe any new mode outside WSJT-X is a good 
idea, it would be more efficient to keep going in the common direction.”

By his words and his contributions to this community, I  judge he is the best 
qualified person to talk.

Rather, I suggest to form approved “working group” which defines the objective 
and  timeline under this community.

For what concerns WSJT-X I think that a working group already exists and 
there's no need for a new working group working on top of the existing one.
You are already free to modify the WSJT-X source code, recompile, add 
functionality or a new, smarter mode, and make a new code branch if you wishes 
it so.
What such a suggested working group should do, therefore? To decide with 
authority what to place in the main software trunk and what not?
I would not call this a working group, I would rather call it a political group.
Don't you like FT-8? Would you like to live somewhere in the future? Take the 
WSJT-X code and modifiy it, or write a new one from scratch and make it 
available world-wide.
As long the result fullfills some world wide accepted regulatory requirement 
nobody would complain.

Of course I'm expressing only my own opinion which might not be the same of Joe 
or other contributors.
Personally I would never work under a group which defines objectives I have to 
achieve.
I'm not an employee of a working group that defines something.
If I think that I've found something interesting to do for a community I define 
the objectives of my studies by myself (often after deep discussions with 
trusted friends) and then, if the study looks good to others, I've nothing in 
contrary if my work can be part of a larger one.
Exactely as I already did in the past - for the very small, almost 
insignificant part of the code that involved me - gladly, proudly and without 
any interference from any so called working group.
And exactely what I will continue to do.
