RC3 now downloads the file automatically if it doesn't exist.It puts the file
in the same location as your WSTJ-X.ini file.File/Open log directory

Michael, where is the file supposed to be? You said you deleted it and all was
fine. I don't find the file anywhere in WSTJx folders.
