In general, that's true on the HF bands, but it's NOT true on 6M and 160M. On the other hand, while WSJT-X doc recommends setting AF drive to the computer for an indicated 30 dB on band noise, I regularly set mine for just below digital clip on the strongest signals. My logic is that the strong signals of my neighbors are often 30-40 dB over S9, and the weak stations I'm trying to work are often in the range of S5.
