Yes, there are always those who don't have a clue. And there are those whose only exposure to digital modes is RTTY -- they have no idea what other modes sound like or the locations of watering holes. But that is gradually changing over time. Further, all of our watering holes are voluntary, established by US, not any ham radio organization or the FCC.
A similar situation exists on 160, 80, 40, and 20 during major contests, when there can be a thousand or more stations on a single band. For example, 160M, where 1840 has long been considered an informal break between CW and SSB, but where during contests, which are all single mode, CW extends to at least 1900 and SSB extends as low as 1820 or so. Ditto for 40M, and to a lesser extent, 20M. On 40M, during contests, it's quite common for US SSB ops to TX above 7200, working EU stations split who TX in the US CW allocation. And for CW operation to extend well above 7100, and for RTTY operation to extend down to 7025.
If the QRM bothers us during these contests, consider it a good time to work one of the WARC bands.
