Is it related to USB Selective Suspend - see
https://helpdesk.flexradio.com/hc/en-us/articles/204290929-How-to-Disable-Power-Management-for-USB-connected-Devices
for example?
My printer has recently started misbehaving similarly - USB lead
sometimes has to be unplugged and plugged back in to get it online.
It's been fine for a couple of years since I bought it!
My newer monitor USB hub is also now not recognised for some reason so
it's unplugged and I use an alternative.
I've been thinking it's something about my machine hardware or drivers
but having seen these posts maybe not?

I checked with a JTDX (built on WSJT-X, of course) version2.1.0-rc144,

Al,
that only comes up after several retries, and more importantly
there is
a "Retry" button! Would you like to reconsider your comment?
