YES, a grid IS QSO-specific -- operators move around. Just because we CAN look up a station's licensed location on the internet doesn't change that.
FWIW, some EU-based ham organizations have managed to badly screw up otherwise good ideas. For example, the overly restricted QSL rules for IOTA, and like burying the requirement that those operating outside the traditional US call area corresponding their call sign sign /n during a RTTY contest in a sub-paragraph of how scores are computed.
