Actually the Reed-Solomon Identifier only mediates the digimode - not the 
callsign.

APRS mediates the callsign:
https://en.wikipedia.org/wiki/Automatic_Packet_Reporting_System

FT8 or similar, could be sent in the SSB channel at reduced signal strength, 
with callsign and optionally the current location. FT8 only uses 42Hz 
bandwidth. The FT8 signal can be heard.
