I agree with you 100% but that does not take away the fact there was abundant confusion for many ops. Just watching this play out, you would see almost the same amount of ops transmitting odd as well as even attempting to respond.
In my humble opinion, they should have been using F&H and even. If they decide not to use F&H, transmit even anyway. F&H would have had added benefit of keeping their TX’s clear of other ops.
