Hi, I found a solution that worked, which was recommended on the "macOS Catalina" forum at discussions.apple.com : https://discussions.apple.com/thread/251027260?answerId=252097327022
The solution is to give "Full Disk Access" to /bin/bash. [1] But I don't know why it works, since I in fact use tcsh, and neither does the person who offered the solution. [1] /bin is hidden to us by OS X, so one needs to navigate to "Macintosh HD" and then type "command+shift" plus the " . " symbol to make the directory visible.
