Why "Ugh"?

This is, e.g., what WebLogic already does, what we do (to keep ourselves isolated from 
things people might do in their app servers).  (In fact, we had to come up with our 
own loading scheme (separate from JAXP) because of classloading, purposeful 
short-circuiting, etc. on the part of the folks who supply the JVM/container that we 
run in...)
