Unfortunately, some of the folks who have been working on that are the
same people who had previously been providing most of the active support
for Xalan
Of course Xalan *is* open source, so the rest of the Xalan community
could/can still carry it forward...

Correct, plus the several versions of work in progress Xalan with XSLT
2.0 support can be found in the Apache SVN repository:
http://svn.apache.org/viewvc/xalan/java/branches/
Xalan3, and XSLT20. Neither of which has seen activity in less than 5
years.
