OSMAND is pretty decent and doesn't cost a fortune - in fact, you can try it out first with limited amount of offline maps.

No APRS in there, though. But offline OSM maps and street-to-street navigation.

My old MAP60 is waterproof (IPX7) and runs all day on a couple of AAs.

My experience using an iPad as a standalone GPS has been frustrating - glad 
that's not why I bought it. It's pretty much useless without a network 
connection to get online maps (I have not tried any pay apps for offline 
navigation, haven't seen any that look worth buying).
