Well I figured it out. Apparently XASTIR doesn't gate INET to RF if
the station call is the same as that being received from the INET. I
guess that makes sense, but it makes what I'm trying to do more
difficult. I figured this out by changing my station call to TEST,
and now XASTIR is gating my WX to RF. But that creates another
problem. TEST is not a legal call, and I can't find anyway to
disable POSIT beaconing for my station call. I am more interested in
my callsign being tied to my WX data that a position beacon from the
house.
So, is there a way I can disable posit beaconing, but still transmit
the WX to RF? I guess in the end I could use a CWOP ID for WX, but
I'd rather have my callsign attached to the WX beacons than the POSIT
beacons.

Note that the stuff in nws-stations.txt is the FROM call of the
station, not the TOCALL or the Objects or Item name.
You'll need:
*) Transmit disables unchecked on the Interface menu.
*) Transmit and Igating enabled on the particular TNC interface
properties dialog.
*) Global igating enabled on the Configure->Defaults dialog.
*) The proper entries in the ~/.xastir/data/nws-stations.txt file
for the FROM callsign you wish to gate to RF.
That should be it.
