The Macports ImageMagick port includes the headers. There is no
separate development package.

Perhaps no XPM/ImageMagick/GraphicsMagick library support is
installed?
Ports list says it is installed.
Does it say that imagemagick-devel package (or similar name) is
installed?
What does Help->About say in Xastir WRT the installed libraries?
You compiled Xastir from scratch, or installed a pre-built binary
for OSX?
If you can't get IM going, you might give
GraphicsMagick/GraphicsMagick-devel a try instead.
In trying to install geotiff, it says:
configure: error: You will need to substantially rewrite libxtiff to
build libgeotiff without libtiff
Port list says tiff is installed.
Do you _need_ topo maps or are you just trying to get all the no's
to yes's in the summary?
You may need to carefully read the INSTALL document that comes with
the Xastir sources to figure out the geotiff stuff. You'll need
libtiff and proj (proj4) installed before you compile libgeotiff,
plus the version of libgeotiff must have the right libtiff to work
with. Details are in the INSTALL file.
Any suggestions besides "load linux"??
Bad idea. OSX is Unix, just as good as Linux.
