My apologies, of course this should mean that 1.0 processors should be able to 
process 1.0.1 locales (with gender definitions) without issues (not 1.0 locales 
obviously), because they would simply disregard the gender attribute (probably 
selecting the last gender to be defined as it would override the previous 
definitions).
