I don't have a stateful node to test I can't be sure that's the right way to discriminate between the two, but I'd guess there's no reason for installroot to be set if it is stateful. Unfortunately it appears there are no RPMs in the defined RPM dir, so I'm guessing something else has gone wrong somewhere. :-( I've attached the patch, hope it's useful!
