I'm pretty sure that it does not update the operating system to the latest version automatically.
The "otherpkgs" postscript creates repos based on the files and their directories specified in the "otherpkgs" file set in the "osimage". It then uses the platform's package manager to install the packages listed in the "otherpkgs" file. It doesn't run "yum update" (for instance) as you are suggesting. You should take a closer look at the postscripts that are being run and the repositories that are created on the node.
