You are correct - my mistake. Can you look at the repo files that get created in /etc/yum.repos.d/ (assuming RHEL/Centos)?
In general, the repos will be a result of the directories set for "pkgdir" and directories called out in the otherpkgs file in the osimage. Are the machines reaching out to the internet for updates?
