I have a card with hybrid Intel/AMD graphics, but I am basically using
the Intel graphic driver. The really strange thing is that if I select
the object, the dashed lines are visible without any problem.
I just upgraded to Ubuntu 14.04 and the problem with dashed lines has
disappeared. As a wild guess, could have been related to this bug:

bug in the Xorg framebuffer, it seems, that sometime even crashed the
application.
About the compilation problems I had:
The application has been compiled without Tcl/Tk support. Perhaps you
had to use a specific configuration option to point to the Tcl/Tk
distribution the first time, so your new "./configure --prefix=..."
failed to find the Tcl/Tk files and reverted to the non-Tcl/Tk
version.
Ok --- now I am fighting with this thing. I have (at home) tcl8.5,
here tcl8.6. I tried:

./configure --with-tcl --with-tk
--with-tcllibs=/usr/lib/x86_64-linux-gnu/
--with-tklibs=/usr/lib/x86_64-linux-gnu/
