16MB of RAM .. that might be the problem then. :) Sounds like the new Mac Mini. 

As to the original issue .. showing a verifying dialog for 20 minutes, that’s 
better than the previous version which showed nothing for 20 minutes, we were 
all here complaining about it (I posted the same workaround at the time). 

It’s not Xcode per-se however, it’s gatekeeper or some other part of the 
security system doing massive codesign checksums over the vast chunk which is 
Xcode and it can be slow, but it shouldn’t usually be 20 minutes slow unless 
the machine is very slow/busy, swapping itself to pieces or there’s a problem 
with the gatekeeper process itself. It’s worth looking in the system log file 
to see if gatekeeper has been complaining/crashing, when it does it gets really 
verbose. The early betas of Yosemite noticed gatekeeper burning CPU and killed 
it, which was very unhelpful. 

Agreeing that it’s a horrible user experience, Xcode’s contribution to that 
however is just being a really large app which is very good at winkling out 
gatekeeper bugs and performance issues.
