At least here in Finland this is how it works exactly. Only thing you 
are missing without declaration is the "accelerated rate of fixes" near 
turnpoint (though I am not sure if GPS-NAV even supports this). In 
Volkslogger et al the logger logs fixes every second below 0.5 km before 
the turning point cylinder and up to 10 secondes inside the cylinder. 
But as a first competition it is not important (just be sure to be 
inside the cylinder n seconds where n is the time between fixes).

Here PDA isn't considered valid in comps (except maybe some minor 
comps), though but we require a IGC approved GNSS.
