As bulia said, the necessary code to change is scattered in many places in the codebase. I don't want to discourage anyone from adding e.g. an option to swap meta/alt in Inkscape (it seems like a reasonable idea to me, and is probably one of the least intrusive solutions), but the fact is it's a significant amount of work that isn't going to happen unless someone volunteers to do it. -mental
