Log Message:
Refactored comment() to use StringBuffer (couldn't resist) instead of string
concatenation.  Started by looking for bug #456468, but have just realised 
that I completely misread what needed to be done.  What I have done is added a
@xdoclet-generated at Sep 5, 2001 11:14:29 AM style comment (instead of just the
xdoclet-generated tag).  Also a couple of updates to doco.
