While I find the absence of dependency checking on templates slightly
annoying, I don't think we really need core support for it.  I find it
highly advisable to experiment on small projects when developing templates,
and do ./build.sh clean jmxdoclet for instance.

I think the gain/added complexity balance definitely goes towards leaving
it out.
